WHO CAN BENEFIT FROM A HUMANITARIAN RESIDENCE PERMIT IN TURKEY?

A Humanitarian Residence Permit is given to foreigners who cannot obtain a regular residence permit but must stay in Turkey for humanitarian reasons.

Below is a clear and simple explanation:

1️⃣ People Fleeing War or Internal Conflict

  • Those escaping war, civil war, or armed conflict in their home country.
  • People who cannot return and need protection.

2️⃣ People Who Cannot Be Deported (For Special Reasons)

  • Those whose deportation is not possible due to serious health conditions.
  • Pregnant women, elderly people, or individuals with critical medical issues.

3️⃣ Stateless Persons (Apatrids)

  • Individuals who are not recognized as citizens by any country.

4️⃣ Persons Who Must Stay in Turkey Due to Urgent Humanitarian Reasons

  • Foreigners who cannot get regular residence but must remain in Turkey temporarily for humanitarian reasons.
Example: Those who cannot return to their country due to temporary crises.

5️⃣ Cases Related to Public Interest or State Security

  • Issued in situations required by public security or state interest.
  • This is completely at the discretion of the Migration Authority.

6️⃣ Persons at Risk of Human Rights Violations

  • Individuals who may face torture, ill-treatment, persecution, or death if returned to their country.

📌 IMPORTANT NOTES

  • A Humanitarian Residence Permit is exceptional; not everyone qualifies.
  • It does not give the right to work, but a work permit application is possible separately.
  • It is usually issued for 1 year and can be extended depending on the Migration Office’s decision.
  • Approval is not guaranteed; it depends fully on the evaluation of the Migration Authority.
